Unfortunately no chance here in Italy. We have a sort of ID, our codice fiscale. It's a tax ID. Without it you can't buy a house can't open a banc account can't buy a car from a dealer no gas or electricity nor water supply. No cellphone contract, you are literally fucked.
It's not that draconian here, but we're probably heading that way.
