Is the 'report' function in some clients is handled by each client individually? How is this system handled? What about false positives? (like the one in nostr:npub1plstrz6dhu8q4fq0e4rjpxe2fxe5x87y2w6xpm70gh9qh5tt66kqkgkx8j for example or one from nostr:npub12vkcxr0luzwp8e673v29eqjhrr7p9vqq8asav85swaepclllj09sylpugg)

What about adding a "whitelist" button after the "report" button? What would be the math on that?
