lol, LND (and BTCD) configuration systems don't work. you have to use CLI args to make anything stick. Bug has been in the code for like 5 years unfixed. Pretty sure the LND code inherited it from BTCD.

was the first thing I fixed when I forked it for a shitcoin project.
