Why does the dmv exist, and why is it so inefficient?

Would be done faster by sending a driving simulator to someone’s home, and if they pass the simulation then give them a license.

The current DMV is bloated, and inefficient.

If the dmv was for “safety” then car accidents wouldn’t happen.
