There is no Nostr source, each software is completely independent from the others. Nostr is just a loose set of idioms they use to talk to each other. The NIPs are just documentation on the specific idioms used that exist to allow new people to write new interoperable software.

It's emergent standardization, not standards by fiat
Is that what causes the inconsistencies? If I hop on my account, the dates, time, follows have changed slightly. Is it because I've moved to a different Nostr relay and the operability of the server is different (eg slower or further away physically) from the last server I was on?
From the interview and core repo is what I mean:

Nostr is truly open. Anyone can build and anyone can participate.
