TIL that the reason the #bitcoin halving takes place during U.S. presidential election years is due to Laszlo Hanyecz and his cohort introducing GPU mining in 2010 and shortening the first halving cycle to 3 years instead of 4 until the difficulty adjustment caught up. Otherwise, halvings would have always taken place in the year following the election.

So maybe the synchronization was intentional after all.
There's no significative reduction of time on the first halving. I think we cannot speak about intention on something that didn't happen.
