Indirectly you can accomplish this by establishing your own relay, only writing to it, and restricting read access to only pubkeys you allow

Nice! I'm running a relay, but have no control over it. Tried to ssh into start9 and couldn't. I think I know what I did wrong, so maybe this time it'll work
