That’s untrue. The utxo set has ballooned from 4 GB to 12 GB because they are taking the harder but cheaper option to stuff data in signatures that, were it not for relay policies, could have been stuffed in provably unspendable outputs at higher cost per data byte stored…

So policy has forced them to work harder to do more harm for less money. There are other negative issues with having surprise transactions emanating from miners
