Some people would be confused because as Catholics we are not supposed to use contraceptives, but that is about human sexuality, not animal control. This is an interesting use of the chemicals. I would only caution about runoff water containing the leftover hormones after feeding it to the birds. The classic "they're turning the freaking frogs gay" Alex Jones meme is real and true.
