supposedly you can offset or increase the centrifugal force of Earth's rotation by moving westward or eastward on a boat, sufficient to change the result of measuring weights

presumably you should be able to do this in a car also - just get a long stretch of highway that runs nearly due east/west and a sufficiently sensitive scale (ballpark 0.03% of the weight) and you should get slightly different measurements depending on whether you drive east or west
