In "The Story of Civilization," Will Durant suggests: dealing with a single corrupt leader, a centralized authority, might be preferable to navigating a web of bribery with countless individuals. The state, while undeniably a common enemy, can offer a twisted form of order compared to the chaos of individual corruption.

Not sure if that is the case but, it is the first time I thought about it that way.
