It’s like the development of bitcoin if it wasn’t moderated spam would be monumental. I still don’t see how to balance moderation and freedom.
Probably via compensation due to nuisance.
The question would be, who in the distribution list would be receipt of a tort of nuisance?
Nowadays there are systems using Lightning to mitigate spamming.
