The rule will go into effect in 30 days. The change was made possible by the Bipartisan Safer Communities Act, passed in 2022. The administration estimates that the rule will affect roughly 20,000 individuals engaged in unlicensed gun dealing, covering tens of thousands of gun sales each year.
