Game theory wise we’ll have a hard fork some day, where one chain allows quantum redistribution and one prevents it with freezes, and everyone will get to vote with their holdings and hash power for which chain and asset has more value.

The sooner we implement quantum resistance, the better (for the freezing chain). The later, the better for the quantum winner (because more economic weight will be opposed to freezing)
