Video over Nostr would be tough.
Even something like a nostrnests setup?
Nests do not use Nostr for anything besides authentication and soon communication. The backend is not decentralized. We'll most likely see services like this built on Nostr. The authentication and message data will be on Nostr, but other service components will be centralized.
Ok, personally I wouldn't be too upset with a nostrtube type platform even though it doesn't have that ideal decentralised aspect. More of a nostr aligned content platform to give video creators a chance to not rely on youtube and the like. Zaps integrated into it would be the icing on the cake!😊

Relays weren't made to transfer audio and video. They just do text JSON messages.
It may be better to use webtorrents or something else for video. I don't know...
