what kind should replies to non-kind-1 events be?

1) kind 1

2) non-broadcast generic reply kind

3) use case specific kind

nostr:npub180cvv07tjdrrgpa0j7j7tmnyl2yr6yr7l8j4s3evf6u64th6gkwsyjh6w6 included option 3 in the draft nip34 but from a conversation we had I think your actually in favor of option 2. Is that right?

I've changed my mind multiple times but now I think 3 is better.
