Hybrid PoW/PoS for #Monero would help fighting the fractional reserve practice from shady exchanges. Either they will offer #XMR staking and won’t be able to fake it as rewards will accrue over time and would become a liability for exchanges that aren’t actually staking XMR or a large share of their users will move their XMR to a service that offers staking rewards (or they will do it themselves).

I don't think fractional reserves are a problem in general. They only are while this tech debops maturity as it enables price suppression that makes the chain more easy to attack.
At scale people are free to choose fractional reserves that don't give them any of the benefits of Monero at a super high risk. Positive factor could even be that fractional reserves can stabilise market movements which is good for a currency.
