Mempool has not cleared since mid April

People bid over space in the blockchain. Mempool not clearing is a perfectly fine and normal emergent effect of the free market.
If you have a good understanding of how to check the current price for space on the blockchain and bid for it appropriately, you will have no problem transacting on the base layer.
That’s correct and I have never stated otherwise
