100%, the ability self custody is one of the pieces of the puzzle that allow the picture to be whole.

the scaling for billions will be on a layer 2 and may not require a change to the protocol, non custard lightning is the future

Sure there will be layers. But there is no full self sovereignty if you cannot go back to the base layer in some form or another.
