it doesn't have the benefit of being invisible and omnipresent though, even if some stupid manifesto comes out it can't be as widespread, it's a much harder sell than a stupid virus
Multiple dirty bombs across multiple western states would:
1. Force the globalist merger to advance.
2. Prompt transnational policy coordination for installing a police state.
3. Create a similar environment to covid. A migrant terrorist pandemic.
so, simultaneous discoveries across multiple cities at once with your typical intact passport after the impact of the plane scenario
they could have done this one a long time ago, they were talking it since 2001 but never did it
the situation with them finding an excuse to deploy drone swarms to house-by-house search for stuff though, that is probably what the drone flap is about
if they can find "one" they can start using it everywhere
but it's still a thing that can only be deployed effectively on high density population areas where the threat is plausible and not easy dismiss
in any case, this is the precursor step, they can't just jump plausibly to the finding them in multiple places without the drama of the drone swarm searches
