carefully and gently scrub off all the paint maybe... applying some kind of waterproofing to reduce the inevitable eventual cracking from water slowly dissolving the structure of the concrete so it takes longer to fall apart...

paint on concrete always gets ugly, and uglier, and uglier...

maybe a coating of potassium silicate or something would work nice, it's more water resistant and can be polished

there's probably others, but personally i'd go with a pigment-free one, after letting the concrete dry out fully, so you get that nice patina but it slows down the water damage
