i have seen little girls get temporary "tattoos" which are just painted over.
certainly in a photoshoot where everything else is fake that is a possibility.
She has the tattoo in other pictures, at different times.

The hand tattoo is there. But if you search her name you'll fild she has plenty of tattoos.
