How do I block?
Use the client. Block client-side.
I wonder if relay owner can block yet, but some clients allow you to block.

You can use multiple app one account. Just copy your private key. Although I am not recommend copy private key, because fake app can steal your private key and spam your follower.
Make one private key per app, then see what app fit for your taste.
