I think micropayments could weed out notes from third-world countries, both real and bots, and lower-level spammers but heavy hitters like USAID, the EU, and other industrial-grade propagandists won't be fazed by any of those mechanisms, I think the only reliable way to navigate any kind of social media platform is to judge people by the content of their notes, posts, and tweets.

I think giant government organisations, for one thing, simply have a lot more sats than little ol' me plus they just get to take more from people using threats of violence, a luxury me or some spammer somewhere can't hope to be able to rely upon.
