Kind of, but needs a bit more of documentation, it can be used without login or whatever, so in some way its normie friendly
Anon chat rooms?
Yes or no, you can log in and publish with your identity, the cool thing is that you can create a room out of any topic or string, for example lowent.xyz/r/nostrdesign (there rooms will use the string to generate a nostr keypair deterministically, the same string will always generate the same keypair). And everything published there will also be public, and only the people who know that string (nostrdesign) will be able to write in the room, there are many possibilities with that if you think about it for a moment. Also recently I added the cipher rooms where everything is encrypted and can only be read if you know the string used to create the room. This is also cool because from the outside if someone tries to snoop on what's going on they'll see a bunch of encrypted messages but it won't be possible to tell if there's one, two or whatever number of people talking in that room, so it's cool for disposable and private channels of communication. I still need to do some more work on the client, but it works and is usable.
What are the most obvious use cases that you see for it?

Topic based channels, for example nostr:npub135jqqcaxm7mddpgm7cxn9wf6fmdu7xjn23nnz42hynenr5guwl9skm487p its a lowent room for publishing music. There other announced ones, can be a kind of Reddit replacement. Also the cipher rooms are for private and secure communication. I have plans to add a cashu wallet so you can send tips and things inside the chat. Is the most cipherpunk public chat idea that i can imagine rn xD
