"Health" is a bad term for it. In many cases it is the exact opposite of health, depending on your view of spam on the blockchain.

It refers to how close OCEAN created blocks are to containing the transactions mempool.space expects will be included in the block.

Yeah, I saw the (loose) definition, but wondered why the disconnect. It looked like 100% for other pools people have allegedly attacked on possible censoring/manipulation, before. Curious.

One reason is that OCEAN is the only truly decentralized pool. Many, if not most, who mine with them are using their own mempools to generate block templates. This means they don't always have all the transactions that mempool.space expects in a block in their mempools.

Additionally, many mine with OCEAN specifically so they can exclude what they consider to be spam from the blocks they generate, while other pools don't do this.

Spam is spam regardless of whether the mempool is clear. However, some would see it as more tolerable if it is not having a significant impact on fee rates or confirmation times for monetary transactions.
