Incentives matter. From a monetary standpoint, the government wants your children in daycare so that the role of a parent can be turned into a monetary transaction and taxed.

That is strictly from a short-term monetary perspective. There are plenty other, and more substantial, long-term benefits for a government to have daycare children.
