Does it have inertia now? Or is the speed being capped in someway?

Scrolling is no longer as smooth/fast as previous Damus builds.

iPhone 14 Pro Max.

Personally the best thing was about Damus is the scroll speed was basically instant.

If the mechanics were not intentionally changed then I might be just experiencing something very specific to my phone.
