all federal governments, and even state governments everywhere only "include" the waterways...
they have comandeered the land by force and must be expelled by force (of some kind)... there is no court to hear this, either, although probably there is proper ways to establish a tribunal of Lex Merchant (which governs the laws of the sea and commerce)
possibly it is local councils that are the lever point
i think if a group of people converged on a small shire, bought a substantial chunk of the land, and got busy talking to the people about establishing an independent jurisdiction it could happen
i'm pretty sure that land titles have some part in the play of claiming jurisdiction on that level, there is a grift in it as well but if you were to acquire legitimate democratic control of a local council i think that means you can sign off the membership of the state government
i mean, it's not gonna be a simple process but this is NOT what the free state project was doing, they were targeting much too large a federation of councils
