So is reticulum like running your own ISP using meshtastic devices and a special router? Where can I get started with something like this?

Start with two mobile phones. Install Sideband on both. If both devices are in the same WiFi network you should be able to send messages between them because WiFi and Ethernet are configured automatically as Reticulum interfaces. After that you can attach Rnodes to both devices via Bluetooth, switch off the WiFi interface in Sideband and communicate via radio afterwards. Or attach a RNode via USB to a notebook and send from there. Whatever.
