Yes, both time and number of records will trigger an Opentimestamps submission, depending on velocity of data.

Cool - and I guess you're paying for the transaction fees? Just trying to better understand the setup. OTS is pretty new to me.

OTS is so elegant, you don't actually post a transaction to the Bitcoin blockchain. OTS / TrueVote just stores the current state of the blockchain at the time of hash. No transactions made = no fees.
