Implementing a 1sat (or whatever ammount) cost per comment, 10 per note would mitigate their activity

Maybe simply a filter you can toggle on and off that filters out comments and notes that don'pay the fee

The question is pays to what/who?!

And the problem is the LN fees are higher then 1sat

Several solutions exist. We have Proof of Work for notes and paid relays. If I set my client to only show notes with a minimum Proof of Work of 1, they all go away, and so does nearly all of the comments from regular people, because most people don't use PoW. Paid relays are the simple and easy fix. I set my feed to not show content from public relays and all of the noise disappears. However, not everyone uses paid relays.

As for your suggestion, pay per note is a concept that relays can implement. The payments go to the relay operator.

These “accounts” have no metadata event or relay list. They just expose the weakness in depending upon individual mutes. It’ll always be wack a mole to some extent.

Yes, what I meant is that that or spmething simolar becomes the standard, I don't have paid relays and even forgot about the PoW filter/function tbh

It just wasn't bothering me enough till now

So maybe all we need is that the problem get's big enough that people start caring and looking for solutions 😉

So a bit like the ordinals/high fee problem we're having
