I question your integrity for reasons apart from this, but I more or less agree. It’s like.. put a bit of water at a random point in the universe, is it likely to become a solid? The answer is yes.

Well yeah, it’ll be a mix of vapour and solid water. Probably even if it’s 100% pure water with zero impurities. So this goes back to what I said about temperature measurement requiring matter.
