I think the strength of the connection between individuals (nodes) is not implied with either anarchy or decentralized, only that the relationship between them is made freely rather than determined by central authority. In this way anarchy and decentralization are the same.
I concur and at the same time to me the concept of decentralization is more structured or connected than anarchy
