You could use fiatjaf's pyramid relay software :)

it bundles multiple relays together so you can organize what posts belong where.

invite the individuals you want, have them only connect to that domain (and possibly the other bundled ones) and you can use it for your community. You can also connect with different apps, like Chachi & Flotilla for more group chat types of interaction
