The word 'program' implies too much authority in it's linguistic meaning. I prefer 'develop' whose meaning is more about the process than the delivery of the instructions.

But knowing the history of computing...it totally makes sense! Processes were still important, but instructions were the crucial bottleneck at every turn 😏
