problem is corrupt power hungry local power families warlords leaders elected officials in most of these asia latam african nations who who go beg for IMF since can keep FAT commission for themselves in swiss or panama or bahamas account - they will never allow grassroot level citizen to do any POW or equivalent
they donot wanna give up power n control.
