Amending commit and pushing to pr/* branch, creates new proposal.

When I amend to a commit and push it OR just push a new commit, it will always create a new proposal.

Tried with both `--force` push and without. The one without should be rejected.

ngit: 1.4.5

macOS: 14.1.2

git: 2.39.3 (Apple Git-145)

This is interested. I have an integration test that passes using a local repository. also I think my manually tests worked. I'll definately need to look into this. I though the git client itself prevented pushes without the `--force` flag in this this scenario.
