Conspiracy Theory:

SEC approves all of the ETFs and passes rule that makes bitcoin transactions illegal. They cannot stop them but you run the risk of legal consequences if you buy, sell, or transact in bitcoin. You can only buy the ETF.

Think about what you actually own in regards to bitcoin.

It's a UTXO; unspent TEXT output. It's all just words on a public ledger. First amendment covers freedom of speech.
