This is to let cashu mints publish on nostr what they are doing. It would bring a lot of significant perks amongst which:

* ecash receipt confirmation (without privacy leak)

* wallet restoration (same privacy benefit)

* a standard way of complying with PoL requirements.

I tried to keep the NIP as simple as possible: it's basically only reserving 3 event kinds for cashu use.
