Whats the point in having a network with no chargebacks if we are going to allow chargebacks outside the network anyway?

It appears impossible to stop p2p chargebacks. Policing that feels authoritarianā¦ Chargebacks will have to happen on L3s, L4s+ for merchants, retail returns, contract failures, etc.
