There is nothing new about detection of electromagnetic waves and their sources. Not sure why people are surprised. I think in this case it seems to be more the way that it is used that they claim is new to collect and analyse the various signals and using that to create a fingerprint to identify the vehicle, and then link that to a licence plate with the companies licence plate readers.
