I wonder if there is any good software for making transcripts. Instagram captions work pretty well, i wonder what they are using.

Whisper is the way to go.
Check https://goodsnooze.gumroad.com/l/macwhisper (the free version is good).
There are many iOS Whisper tools in the App Store so on-device transcripts should work good enough.
