That makes it sound like they are progressing through increasingly-fit iterations of solutions to the same problem. That's agile development.
But, that's not what they're doing. They're jumping from problem to problem. Throwing a half-baked solution at whatever the Current Trending Problem is, and then moving on.
Like a herd of software development locusts.
