That is the problem with democracies. A Republic, based on individual rights, "solves" this issue.

The question is, how are rights determined?

In the end it's just like Churchill said: Democracy is a terrible form of government and I will change it as soon as someone finds something better.

The irony is that the UK, as the name implies, is not a democracy.
