It can be the best country but have the worst government. Possible but unlikely. The whole best concept is silly. It is like investments. They depend on your individual criteria.
Since all governments are bad, the biggest most powerful government is the worst. Therefore, the U.S. government is currently the worst or most bad.

But "your country" isn't yours, it's just the piece of land you live on. What you probably mean is that you love you culture, which is really yours (in part), but that's a different matter. Gov has appropriated the ruling of this culture, because that's what govs do, appropriate and enslave.
