I love fact check! They always make me laugh
Have not followed the conspiracy theory in years. Discovered back when Haiti and Japan happened. Back then the data from HAARP was available on their website and a resonance (cannot remember the frequency) could be noticed for 48hrs prior to both quakes. Then the conspiracy started to make the rounds online, so HAARP removed the data from their website and said they might shut down, which of course only strengthen the beliefs of many.
