The ISP is an implementation detail to facilitate I/O. You can achieve the same using LoraWan, radio, satellite comms. Just not that convenient.

Email server is software. It can be ran anywhere.

However, DNS needs approval from only a few corporations who are in this monopoly business.

Email server can be run anywhere if you have a rDNS, normally controlled by the IP address owner, plus FCrDNS.
