Its similar to IPFS in that is uses a files hash as its ID. however it doesn't necessarily have any P2P code. so it should be much simpler to build on and run yourself

It also doesn't chunk and de-duplicate files. IPFS does.
There isn't a problem with chunking and deduplication.
Blossom, nostr and the likes only work if there's a few dozen servers/relays.
That's not decentralized enough.
