It is the duty of everyone that has taken The Oath and that is the model during the time of peace. I believe we haven't been at peace for years.

If a state has troops on Title 32 orders, the President can request them to be placed on Title 10 orders to then be activated and deployed. States can also declare war, activate troops, request troops from other states, and request active duty marines. During the time of war defending the Constitution other than offensive attacks can also include declaring devolution which is a defensive tactic similar to castling in chess.

State law, federal law, and military law can all fall into play during the transition of peace time to war time if the Constitution is under great threat.

I wouldn't be surprised if President Trump declared the Insurrection Act on 6 Jan. 2020 when he asked them to disband verbally and also in a Tweet.

For the most part the general public understands conventional war and barely understands a cold war. Having them understand an unconventional war is going to take years on what we did to protect the states, nation, and Constitution.
